Abstract

On November 24, 2025, the Press Office Bulletin published the new General Regulations of the Roman Curia and the Regulations for the Personnel of the Roman Curia. With these two documents, Pope Leo intended to complete the reform of the Roman Curia approved by Pope Francis on March 19, 2022, with the Apostolic Constitution “Praedicate Evangelium.” This article is a first reading of the new General Regulations, leaving the examination of the Personnel Regulations for another time. The intention is to highlight, through comparison with the previous General Regulations of 1999, the new elements of the General Regulations 2025 deriving from the Apostolic Constitution of reform.
